The large-scale redevelopment project "Sannomiya Cross Square", currently underway in front of Sannomiya Station in Kobe City, is attracting attention as an attempt to revitalize the declining urban functions of Kobe. Kobe was once known as "Kobe Co., Ltd." and was a city that grew through active land development and land readjustment. By cutting down mountains and filling in the port, new residential and commercial areas were created, and there was a time when it was considered a model for local governments nationwide.

However, the Great Hanshin-Awaji Earthquake in 1995 and the collapse of the bubble economy caused the growth model to collapse. Kobe entered a long period of stagnation. In addition, in recent years, while Osaka and Kyoto have been moving back to their urban centers, Kobe has been experiencing a continued population and economic outflow, and areas closer to Osaka, such as Nishinomiya Kitaguchi, are gaining popularity in Hyogo Prefecture.

In this context, the Sannomiya Cross Square redevelopment plan for the area in front of Sannomiya Station is being implemented. The plan calls for removing the rotary in front of the station to create a large pedestrian space. It aims to create a people-centered urban space that is integrated with commercial facilities by installing a new pedestrian deck. In addition, a new medium- to long-distance bus terminal (commonly known as the "New Buster") is being developed in front of the station, and a plan is being promoted to make Kobe a transportation hub.

This redevelopment is a meaningful initiative that aims to reconstruct the city's appeal, and the direction of creating an "urban space that can be enjoyed at walking speed" is an important point in future urban development. It is expected that creating a living area with low-rise buildings and walkable areas will revitalize daily consumer behavior and the local community.

However, there are many challenges. Regarding the new bus terminal concept, some have questioned whether the consumption power and transportation needs of the target mid- to long-distance bus users (especially visitors from Shikoku and Awaji) are in line with the current population decline and the progress of the personal car society. For buses to become a pillar of urban regeneration, sufficient research and analysis are necessary.

In addition, for this redevelopment to be successful, cooperation with the existing shopping district around Sannomiya Station is essential. It is necessary to understand the current situation and consumption trends of the shopping district and to design an organic connection between pedestrian space and commercial areas. The key to Kobe's future will be whether the redevelopment will not just be infrastructure development, but will actually result in an urban space that people want to live in and walk in.
